Yes, it's obvious that these people are sitting in a sweatshop somewhere farming ISK. But obvious isn't the same as proven.
Whats up with people thikning CCP "CAN'T" do anything unless they "prove" that some players are participating in highly questionable activities for the purpose of doing illegal (isk selling) activities?
If it is obvious to players whats going on, how much more obvious is it to CCP, who are the Gods of EVE and have access to ALL information?
CCP can ban anyone, at any time. If I was CCP, I'd do a 30 minute investigation into what these people are doing with their isk, what their IP info is, what their logging history is etc, and then ban them if the results proved positive.
Same goes for seeing literally 60 people in ice mining barges all in the same empire ice belt all with names like quwuej, iyur, girlstarjjgj, cctv01, cctv02, cctv03, cctv04, starloverqqp, cispcisp11, cispcisp22, cispcisp33, cispcisp44.....all in noob corps and all made on the same day.
Again. If I was CCP would I instantly perma ban them all? No. But I'd sure as hell get in there and do a hardcore search of exactly what the hell is going on, then ban them if the results proved positive.
It would not be hard. Really. I'm sure some of the times someone thinks someone is a farmer they are wrong. But most of the times, guess what, if a player who has experience in these types of things, who has common sense and is not prejudice gathers info and then concludes that the group he has been monitoring are up to weird things, he's probably right. If a player can know this, think how easy a GM can know it.
CCP created the game. They can know any knowable thing concerning whats going on in and with the game. They can create all creatable tools and use programs to sift through and monitor all data.
So why are there still farmers (in this context the word farmer obvious means person or people who "play" eve for the sole purpose of somehow making RL cash, like a job) around 9 months after being petitioned?
Can you imagine mining scordite 20 hours a day for 9 months with a group of 25 other people, all named almost the same thing, started on the same day, all logging in and out at the same time? Who would do it?
Think about it.
